ObamaCare’s health insurance exchanges are unraveling and it’s about to get worse. Once the calendar flips to 2014, ObamaCare intends to expand Medicaid—the joint federal-state health insurance program for low-income Americans—to an additional 8.7 million people. But Medicaid isn’t working for the 62 million Americans it currently covers. Taxpayers are struggling to shoulder the program’s $400-billion-plus price tag.
